Hotel keys meaning: one key, one sellable unit

A key is whatever the hotel can sell as one unit for one night. A standard room is one key. So is a two-bedroom suite, and so is a four-bedroom villa. Count the front doors on the rental inventory and you have the key count.

Keys vs rooms vs suites: why the counts diverge

A suite can be several rooms behind one entrance, so a property's key count usually sits below its room count; the gap widens upmarket. Jumeirah Jabal Omar Makkah spans four 19-floor towers holding 696 rooms and 337 suites (Jabal Omar Development Co., site as of 2026): 1,033 keys. Count physical rooms in the same towers and you land higher: many suites contain more than one room.

That gap decides which national statistics you can compare. Saudi Arabia's Ministry of Tourism licenses rooms, not keys: Makkah region passed 300,000 licensed hospitality rooms in Q1 2025, up 41% year on year (Ministry of Tourism via SPA, 1 Jun 2025), from 268,000+ at end-2024 (SPA, 10 Mar 2025). Why pipelines are quoted in keys, and what that hides

Keys make pipelines comparable across wildly different products, so every Gulf giga-project quotes them (see the Saudi giga-projects pipeline). On Makkah's King Abdulaziz Road corridor, Hilton has announced a 1,560-room, three-tower Hilton Garden Inn (Hilton press release, pipeline) and Kempinski a hotel of 380 rooms and suites at a minimum 42 sqm each, meaning 380 keys under the convention above (Kempinski via Hotel News Resource, pipeline). In a keys tally the Garden Inn is four times the Kempinski; in built area, staffing and rate positioning it is a different business. A key is a count, not a size.

The second thing a keys pipeline hides is status. Jabal Omar's agreement announcement of 3 Nov 2025 had Rotana Jabal Omar opening in Q4 2025 with 655 rooms and suites and Sofitel targeted for Q4 2026 with 1,141; whether the Rotana keys are actually selling as of mid-2026 appears in no accessible primary source. Where the published key counts stop

No Saudi body publishes a Kingdom-wide hotel-key total; The Red Sea publishes only its 2030 target, no running open-key count. Nor does the largest Makkah landlord publish a clean portfolio figure: Jabal Omar's hospitality pages carry tower-level numbers only.
