What a hotel key is, and why it is not a room

A hotel "key" is one unit a hotel can sell for a night: a room, a suite or a villa, each behind its own front door. It is how the industry counts hotel supply. Red Sea Global, for example, states its 2030 target as 50 resorts and 8,000+ hotel keys (Red Sea Global via PRNewswire, 14 Oct 2025). The term is unrelated to the card you get at reception and to the Michelin Guide's Keys rating.

Hotel keys meaning: one key, one sellable unit

A key is anything the hotel can sell as one unit for one night. A standard room is one key. So is a two-bedroom suite, and so is a four-bedroom villa.

NEOM's Sindalah island opened with 440 hotel rooms, 88 villas and 218 serviced apartments (SPA, 27 Oct 2024). Added together, that is 746 keys. Quoting "440 rooms" on its own would understate the island by 41%.

Keys vs rooms vs suites: why the counts diverge

A suite can hold several rooms behind one entrance. So a hotel's key count usually sits below its room count, and the gap grows as you move upmarket.

Jumeirah Jabal Omar Makkah has four 19-floor towers with 696 rooms and 337 suites (Jabal Omar Development Co., site as of 2026). That makes 1,033 keys.

This matters when you compare official data. The Ministry of Tourism counts licensed rooms. Makkah region passed 300,000 licensed hospitality rooms in Q1 2025, up 41% year on year (Ministry of Tourism via SPA, 1 Jun 2025). At end-2024 the figure was 268,000+ (SPA, 10 Mar 2025). Because developers announce keys while the ministry reports rooms, our Makkah hotel market analysis keeps the two apart.

Why pipelines are quoted in keys, and what that hides

Keys let you compare very different hotels, which is why every Gulf giga-project uses them (see the Saudi giga-projects pipeline). But a key says nothing about how big the unit is.

On Makkah's King Abdulaziz Road, Hilton has announced a 1,560-room, three-tower Hilton Garden Inn (Hilton press release, pipeline). On the same road, Kempinski plans 380 rooms and suites at a minimum 42 sqm each, or 380 keys (Kempinski via Hotel News Resource, pipeline). On a keys tally the Garden Inn is four times the Kempinski. Yet every Kempinski unit is at least 42 sqm, and the key count does not show that.

A keys pipeline also hides whether a hotel is open. Jabal Omar's 3 Nov 2025 announcement had Rotana Jabal Omar opening in Q4 2025 with 655 rooms and suites. Sofitel was targeted for Q4 2026 with 1,141. We could find no primary source saying whether the Rotana is actually trading by mid-2026. A signed agreement does not mean the hotel has opened (see pipeline vs net supply).

Where the published key counts stop

No Saudi body publishes a national hotel-key total. The Red Sea publishes its 2030 target, but not how many keys are open today. Jabal Omar, the largest hotel owner in Makkah, gives tower-level numbers only.

The real portfolio is larger, since only towers with published counts are included. The total mixes open and planned hotels, and the towers count differently: Phase 3 gives rooms only, Address gives "accommodations", the rest give rooms and suites.
