Real Estate Registry Saudi Arabia: Coverage and the Clock
The real estate registry Saudi Arabia is building covers 1,257 announced areas in 10 of 13 regions: 4.9m properties announced, 1.8m deeds by July 2026.
Saudi Arabia is not abolishing the title deed. It is switching the deed off geographically, one announced area at a time, and the map of where the switch has been thrown is public. The real estate registry Saudi Arabia has been building since 2022 listed 1,257 announced real-estate areas across 10 of the Kingdom's 13 regions and 107 cities when we read its announcement feed on 29 August 2026, with windows running from 7 May 2023 to 5 November 2026 (Real Estate Registry). Its own spokesman puts the programme at more than 4.9 million properties announced and 1.8 million ownership deeds issued as at 11 July 2026 (Al-Madina). Inside an announced area the register is conclusive evidence and the deed is only the entry ticket; outside one, clause Second of Royal Decree M/91 leaves the old documentation system in full force (Umm Al-Qura).

What the registry replaces, and where the deed still governs
Royal Decree M/91 approving the Real Estate Registration Law was published in the gazette on 13 May 2022, and Article 40 brought the law into force 90 days later, on 11 August 2022 (Umm Al-Qura). It cancels nothing: clause Second keeps the older documentation systems running for every property that does not lie inside an announced real-estate area, so the Kingdom runs two title systems at once.
Inside an announced area, proof changes hands. Article 4(1) gives the register absolute conclusiveness in evidence, challengeable only for clerical error or forgery; Article 13 leaves any later disposition ineffective until it is registered; Article 14 does the same to leases of ten years or more. The way in is an updated electronic Ministry of Justice deed meeting the ownership conditions (Article 8(1)), and first registration is free under Article 34. The deed is an input to title, not title itself, and which regime governs an asset is a question about its coordinates. A buyer arriving through the non-Saudi ownership regime lands in one or the other on that basis.
What the real estate registry Saudi Arabia is building actually covers
Ten of the Kingdom's 13 regions carried at least one announced area on 29 August 2026, 336 of them inside an open window and 921 already closed. Jazan, Najran and Al Bahah carried none, and all three sit in the Registry's own regional referential as ids 010, 011 and 012, so their absence is a fact about the rollout rather than a hole in the file.

Area count is not a size measure, and that is where this feed is most often misread. Makkah leads the cities with 173 announced areas, ahead of Al-Ahsa (80), Madinah (63), Al-Jemsh (57) and Riyadh city (53), so the Kingdom's largest urban market sits fifth. An area is an administrative decision, not a neighbourhood: the nine areas announced in Umluj hold 43 parcels between them (Saudi Press Agency), the sixth area in Riyadh holds 157,738 (Umm Al-Qura), and one area in Hail city lists 104 districts. Announcements arrive in lumps too, in 55 distinct date pairs, the largest being 248 areas opened on 2 August 2026, which is 19.7% of everything ever announced in a single day.
One warning for anyone wiring this up. A second, similarly named announcement endpoint returns nine rows, all from that August batch and all a subset of the 1,257 (Registry). Build your coverage on it and you will publish that Saudi Arabia has announced nine real-estate areas.
The programme says 90 days, the published dates say 95
Every announced area opens a fixed period for owners to file, and the two authoritative descriptions of its length disagree. The Registry's spokesman describes each area as announced for 90 days (Al-Jazirah, 22 December 2025), and REGA headlined an October 2025 release with the same deadline. The published start and end dates give 95 days for 1,228 of the 1,257 areas, the rest at 94, 92, 88 and, in one case, 64.
That gap has a price on it. Article 35(5) allows a fine of up to SAR 100,000 for failing to file inside the announced window, so a compliance calendar built on the narrative closes every window five days early. Keying that calendar to the wrong area is worse: the identifiers are not ordinals, and Riyadh id 100000 is the first area, 100009 the second, 100002 the third.
Announced is not registered
On 11 July 2026 the Registry gave both halves of the programme in one statement: more than 4.9 million properties announced for first registration, and 1.8 million ownership-registration deeds issued (Al-Madina). Announcement is an invitation to file inside a 95-day window. The deed is what comes out of the other end, months later, and only if the owner filed. Readers quote the first number and act on it as though it were the second.
Omran estimate: take-up, on the Registry's own paired figures. 1.8 million deeds against more than 4.9 million properties announced, both given by the spokesman on 11 July 2026, is a take-up of about 37%. On 22 December 2025 he gave three numbers on one day: 4 million announced, more than 1.2 million deeds, and more than 350,000 properties that had acquired absolute conclusiveness (Al-Jazirah). Announced to unchallengeable, on that date, is under 9%, and that second ratio is the one describing the register's legal output rather than its paperwork. Nobody publishes a take-up rate here; these are our ratios of two figures the Registry gave in the same breath.
Two things stop the arithmetic going further. The units differ: the gazette counts land parcels per the layout plans, the Registry counts properties and deeds, and a subdivided building is one parcel and many properties. And the batch releases restate each other rather than accumulate. REGA published the same Riyadh, Makkah and Madinah window at 459,517 parcels on 12 March 2026 and at 459,515 on 16 June 2026, and headlined its Eastern Province batch of 24 March 2025 as "208.137" when the body reads 207,885 plus 252 parcels in Marat (REGA). The dot is a thousands separator. For volumes with a proper vintage, use the Ministry of Justice transaction record or the REGA indicators platform; the registry measures title, not trade.
The 12 December 2025 rewrite: a shorter clock and a shorter list
Royal Decree M/123, printed on page 18 of Umm Al-Qura issue 5129 on 12 December 2025, changed two provisions at once (Umm Al-Qura). Article 11(2) stopped being a flat national year. Article 9 stopped naming owners.
The 2022 text granted absolute conclusiveness "after the lapse of a year" from publication of the owner lists. The amended text grants it "within a period not exceeding one year" from publication of the lists of properties registered in rem, the period set by the competent authority in that area's own announcement decision (Umm Al-Qura). The clause moved on two axes. The list the clock hangs off stopped being a list of owners, and twelve months stopped being the rule and became a ceiling, so a model that assumes a year everywhere is wrong wherever REGA has set less. The clock also never started where most readers place it. It runs from publication of that list, once first-registration procedures are complete, not from the close of the registration window (Umm Al-Qura). Window dates are in the feed. List publication dates are in nothing we could find.
Amended Article 9 limits the published lists to the property number, location, area and planning data, and amended Article 6 closes the register to the data of the holders of the real rights. The 2022 executive regulations had required those same lists to carry the rights, their owners, and the last four digits of each owner's identity number. REGA presents the package as protecting rights and improving data quality (REGA, 26 November 2025).
Read as an underwriter, the two halves move in opposite directions on one page of one gazette. Title got stronger, and where a shorter period is set it gets stronger faster. At the same moment the record lost the one field that let an outsider check who held it, so ownership verification moves back inside the transaction, where it can be done only with the counterparty's own documents. The reporting has followed REGA's framing, which is privacy. The half nobody has costed is the other one: as of 12 December 2025 the cheapest ownership check available in the Kingdom stopped existing, and whatever replaces it now sits in a diligence budget.
Riyadh has already crossed over
REGA announced on 12 May 2026 that every real-estate area inside Riyadh city's urban boundary had been announced and the city's digital cadastral map completed (REGA). Seven days later it and the Ministry of Justice confined Riyadh city dispositions to the registry: transfers of ownership, subdivision and merger, unit partition, deed updating, mortgages, waqf and will restrictions, and off-plan licence annotations (REGA and Ministry of Justice, 19 May 2026).
The handover had been written into the area decisions since at least August 2024: both bodies notarise during a window, and the Ministry stops when it closes (Umm Al-Qura). On 28 July 2026 the Council of Ministers approved moving notarisation services from the Ministry to REGA (REGA).
One word in the May statement does a lot of work. "Complete" covers the urban boundary, not the region, and 230 of the 248 areas that opened on 2 August 2026 sit in Riyadh region.
What the registry does not publish, and what we compute instead
Five absences were checked on 29 August 2026 rather than assumed. There is no per-area or per-window take-up, so no closed window can be scored. There is no publication date for any area's list, which is the date the conclusiveness clock starts. No announcement decision we could read states a conclusiveness period: every one whose full text is in the gazette predates the amendment that requires one, and no post-amendment decision text was found. And there is no machine-readable route to the lists: the published-titles search wants a city id, a district code and a captcha. The Article 34 fee schedule is not in the gazette either.
Omran estimate: the announced footprint. Summing all 1,257 published boundary polygons gives 282,373 sq km, roughly 13% of the Kingdom's land area, and it is mostly empty ground: Tabuk 90,448, Hail 61,078 and Northern Borders 59,187 lead the split, against Riyadh 22,294 and Madinah 549. Method: spherical-excess polygon area, tested against the fourteen areas whose surface is printed in the gazette (the founding seven of 8 December 2023, Umm Al-Qura, plus the 2024 decisions for Riyadh areas 14, 15 and 26 to 30). Twelve land between +0.42% and +0.79% of the published figure. Two do not: Dammam area 1 comes out +2.73%, and Madinah area 1 is printed at 7.10 sq km against the 1.07 sq km its own boundary encloses, the same digits transposed. We report that disagreement rather than pick a side. The same polygon set puts 341 areas under 1 sq km and 146 above 100, the largest being the third area in Tabuk at 51,465 sq km.
Omran estimate: parcel density in urban areas. Those same fourteen gazette decisions carry a parcel count as well as a surface. They hold 662,742 parcels across 1,850 sq km, a mean of 358 parcels per sq km, ranging from 154 (Riyadh area 28) to 814 (Riyadh area 15) once Madinah area 1 is set aside for the disagreement above. It holds for urban-classified areas only, which is what all fourteen decisions declare. Desert ground runs about 380 times sparser: the nine Umluj areas cover 45.98 sq km and hold 43 parcels between them, a shade under one per sq km.
Footprint is not coverage either, and that is the trouble with the one target the programme publishes. The Registry aims to cover 80% of the Kingdom by 2028 (Al-Jazirah). Nowhere does the record say what the 80% is measured against: properties, parcels, land area or population. Each denominator gives a different answer, and on land area the polygons above already put the file at roughly 13%. What can be counted without picking one is the pace. On the feed's own dates, 1,257 areas in 39 months, three regions still at zero, Asir arriving only in April 2026 and contributing 2.3 sq km of the polygon total above, and the one city that has finished took three years to get from its first area to its urban boundary.

FAQ
Is my Saudi deed still valid? Yes, outside an announced real-estate area: clause Second of Royal Decree M/91 keeps the pre-2022 system alive wherever the new one has not been switched on. Inside an announced area the deed becomes the entry ticket rather than the output, and Article 8(1) requires an updated electronic Ministry of Justice deed meeting the ownership conditions.
How do I check whether a parcel is inside an announced area, and by when must I act? The Registry publishes every announced area with its boundary polygon and window dates, 1,257 of them as at 29 August 2026, of which 336 were inside an open window that day. The window runs 95 days for 97.7% of areas, and missing it exposes the owner to a fine of up to SAR 100,000 under Article 35(5).
When does a registry title become unchallengeable? Under the law as amended on 12 December 2025, within a period not exceeding one year from publication of that area's list of registered properties, the exact period being set in the area's own announcement decision. Before the amendment it was a flat year Kingdom-wide. Once it has run, an injured party can claim compensation but cannot have the registration cancelled.
Can I look up who owns a registered parcel? No longer. Royal Decree M/123 amended Article 6 to exclude the data of the holders of the real rights from public access, and Article 9 so that the published lists carry only the property number, location, area and planning data. The 2022 regulations had required owner names and the last four digits of their identity numbers.
How many Saudi properties have actually been registered? More than 1.8 million ownership-registration deeds as at 11 July 2026, against more than 4.9 million properties announced, both from the Registry's spokesman: 1.2 million deeds in December 2025, 1.56 million in March 2026, 1.8 million in July 2026, given in interviews rather than in a dated statistical release. Properties that have actually acquired unchallengeable title were last counted at more than 350,000, in December 2025.
